This action would revise the accountability measures for the northern and southern windowpane flounder stocks within the Northeast Multispecies Fishery Management Plan. Framework 52 is considering modifying the current year-round gear restricted areas to seasonal areas, and/or incorporating stock status to define when an accountability measure, or which accountability measure, is triggered. This action would address concerns that current accountability measures may not effectively prevent overages, and could negatively impact the groundfish fishery, particularly the targeted flatfish fisheries such as winter flounder and yellowtail flounder.
