Title: ●International Fisheries; Western and Central Pacific Fisheries for Highly Migratory Species; Restrictions on the Use of Fish Aggregating Devices in Purse Seine Fisheries for 2015 
Abstract:

This rule would establish seasonal prohibitions and other restrictions on the use of fish aggregating devices by U.S. purse seine vessels in the western and central Pacific Ocean for 2015. The rule would partially implement a decision of the Commission on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean; other components of the decision would be implemented through separate rulemakings. The decision is intended to reduce or otherwise control the fishing mortality rates of bigeye, yellowfin, and skipjack tuna stocks. This action is necessary for the United States to satisfy its obligations under the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, to which it is a Contracting Party. The rule should be in effect by January 1, 2015, in order to satisfy the international obligations of the United States.
