Abstract:
The subject document includes Amendment 34 to the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region (Amendment 34), Amendment 9 to the Fishery Management Plan for the Golden Crab Fishery of the South Atlantic Region (Amendment 9), and Amendment 8 to the Fishery Management Plan for the Dolphin-Wahoo Fishery of the Atlantic (Amendment 8). Currently, there are inconsistent accountability measures for federally-managed species in the South Atlantic, except for in-season closures of the commercial sector when a commercial annual catch limit is met or projected to be met. Variability in accountability measures has created a complex regulatory environment, and could result in fishing activity for species that have been closed to harvest due to confusion. Therefore, Amendment 34 and Amendment 9 propose modifications to accountability measures for snapper-grouper species and golden crab to create a more consistent regulatory environment while ensuring overfishing does not occur. Amendment 8 considers alternatives to modify sector allocations for dolphin. The current method for determining allocations, established in the Comprehensive Annual Catch Limit Amendment (2011) was based on the time series of data from 1999-2008, and 2006-2008. Dolphin landings data starting from 1986 are available, and the South Atlantic Fishery Management Council is reexamining the sector allocations based on this expanded time series of data. |
