Title: ●Sablefish Permit Stacking Program Review, Phase 1 Measures 
Abstract:

This action is comprised of three measures that would revise Federal regulations at 50 CFR part 660. The first measure would require that landings that include any amount of sablefish be recorded on an electronic fish ticket that documents all species landed as well as the associated Federal groundfish permit number or, in the case of open access landings, either a state or Federal vessel documentation number per state requirements. The second measure would create a limited exemption from the own/hold control rules for the permit stacking program whereby eligible owner(s) of vessel(s) registered to a sablefish-endorsed limited entry permit could apply to NMFS for an exemption that, if granted, would allow the person to own up to 20% of up to two vessels registered to other tier-endorsed limited entry permits without having the permits registered to the vessel(s) count against the individual's three-permit own/control limit. The third measure would allow a vessel to be registered to a limited entry fixed gear permit and limited entry trawl endorsed permit at the same time.
