Title: ●Endangered and Threatened Species: Regulations for the Designation of Experimental Populations under the Endangered Species Act 
Abstract:

This action amends regulations to bring clarity and consistency to NMFS' interpretation and implementation of the Endangered Species Act, Section 10(j). 50 CFR Part 222 would be amended to establish definitions and procedures for the establishment and/or designation of certain populations of species listed as endangered or threatened as experimental populations; the classification of such populations as "essential" or "nonessential;" and the promulgation of appropriate protective measures for such populations. The U.S. Fish and Wildlife Service already has regulations for implementing Section 10(j), and it is not expected that NMFS' regulations will differ significantly from those.
