Title: Amendment 40 to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico 
Abstract:

This rule defined distinct private angling and Federal for-hire components of the recreational red snapper fishery and allocated red snapper resources between the components of the recreational sector to increase stability for the for-hire component; provided a basis for increased flexibility in future management of the recreational sector; and minimized the chance for recreational quota overruns, which could jeopardize the rebuilding of the red snapper stock. More specifically, this action defined the components of the recreational sector and established the baseline allocation, how the allocation would be adjusted if membership in the Federal for-hire component is voluntary, and recreational season closure provisions for each component.
