Title: Taking of Marine Mammals Incidental to the United States Navy Joint Logistic Over-the-Shore Training Activities in Virginia and North Carolina 
Abstract: This rule finalized regulations to authorize Navy conduct of Joint Logistics Over-the-Shore training exercises. Construction including pile driving and pile removal has the potential to harass marine mammals that may be present in the area. This rulemaking describes the potential impacts and requires migration and avoidance measures.
