Title: Framework Adjustment 8 to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan 
Abstract: This action modified the start date of the 2015 recreational black sea bass fishery. The Federal waters season were opened on May 15, instead of May 19, to increase flexibility for the recreational sector. This action was necessary because of the timing constraints of the typical recreational management measures process.
