Title: Framework Adjustment 9 to the Monkfish Fishery Management Plan 
Abstract: Framework Adjustment 9 would revise existing management measures to further increase monkfish landings and better achieve optimum yield in the fishery by increasing the likelihood that annual catch targets will be achieved, but not exceeded. In addition, this action proposes to increase the efficiency of the fishery by removing regulatory barriers that unnecessarily constrain fishing operations. Specifically, this action would allow both Northeast multispecies and monkfish days-at-sea to be declared at sea, raise monkfish possession limits for certain vessels, and increase the days-at-sea allocations for Northeast multispecies vessels fishing in the common pool and vessels fishing under the Monkfish Offshore Program. Both the directed and incidental monkfish fisheries would be affected by this action.
