Title: Reductions in Fishing Capacity for Lobster Management Areas 2 and 3 
Abstract:

This action proposes several reductions in fishing capacity for Lobster Management Areas 2 and 3. The proposed measures include: caps on the number of traps that can be actively fished; caps on the number of traps associated with a permit (i.e., allowing trap banking); and caps on the number of traps or permits issued to a given owner. This action is intended to assist in rebuilding the Southern New England lobster stock.
