Title: ●Control Date for Gulf of Mexico Reef Fish Headboats 
Abstract: The Gulf of Mexico (Gulf) Fishery Management Council (Council) voted at their April 2016 meeting to establish a control date of December 31, 2015, to notify the public of a possible eligibility criterion for participation in the reef fish headboat management program. The control date notifies the public that the Council is considering allocation-based management approaches for the headboat component of the recreational sector of the Gulf reef fish fishery. Should the Council take future action to implement such management approaches, the Council intends to use December 31, 2015, which is the last day of the most recent fishing year, as a possible eligibility criterion for the initial participation in the program. If Southeast Region Headboat Survey vessels do not have reef fish landings by this date, then they may not be eligible to participate in the management plan being developed.
