Title: Framework Amendment for Fisheries of the Western Pacific; Territorial Specifications 
Abstract:

This rulemaking would implement a possible Western Pacific Fishery Management Council framework action to shift the specification process for territorial bigeye tuna catch limits from an annual process to a 5-year process. Currently the territorial specifications must be re-specified every year. Such action would support the long-term sustainability of fishery resources of the U.S. Pacific Islands as well as provide regulatory efficiency so that re-specification is only needed once every 5 years.
