Title: International Fisheries; Western and Central Pacific Fisheries for Highly Migratory Species; Implementation of Emergency Decisions of the Western and Central Pacific Fisheries Commission 
Abstract:

This action would implement recent decisions adopted by the Western and Central Pacific Fisheries Commission (WCPFC) of which the United States is a member regarding waivers of purse seine observer coverage, at sea transshipment observer coverage, and at sea transshipment for purse seine vessels, and set forth a process for the implementation of future Commission emergency decisions.
