Title: Proposed Rule for Designation of a National Marine Sanctuary Within Papahānaumokuākea Marine National Monument 
Abstract:

NOAA's proposed action is to consider designating the marine portions of Papahnaumokukea Marine National Monument as a national marine sanctuary, following the designation process in section 304 of the NMSA (16 U.S.C. 1434). As part of the sanctuary designation process, NOAA will develop designation materials including a draft sanctuary management plan, proposed sanctuary regulations, and proposed terms of designation.
