Title: Designation of Papahānaumokuākea National Marine Sanctuary 
Abstract:

As directed by Congress in the Joint Explanatory Statement accompanying the FY21 Consolidated Appropriations Act (December 27, 2020), NOAA designated the marine portions of Papahānaumokuākea Marine National Monument as a national marine sanctuary, following the designation process in section 304(a) of the NMSA (16 U.S.C. 1434). As part of the sanctuary designation process, NOAA also issued a sanctuary management plan, terms of designation, an environmental impact statement, and final regulations.
