Title: ●Shore Leave for Professional Mariners of the National Oceanic and Atmospheric Administration | |
Abstract:
This rule provides regulations pursuant to Section 11706 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (Pub. L. 117-263, December 23, 2022, 136 Stat 2395) which directs the Under Secretary to prescribe regulations relating to shore leave for professional mariners. Specifically, the regulations shall require that a NOAA professional mariner serving aboard an ocean-going vessel be granted a leave of absence of 4 days per pay period and shall authorize a professional mariner serving in a temporary promotion position to be paid the difference between a NOAA professional mariner’s temporary and permanent rates of pay for annual leave accrued while temporarily promoted. This rule also makes clerical amendments to rename 15 CFR part 998 to be inclusive of NOAA’s professional mariner workforce rather than only the commissioned officer workforce by changing the Part 998 title from National Oceanic and Atmospheric Administration Commissioned Officers Corps to Marine and Aviation Operations. |
