Title: ●Measures to Keep Fishery Impacts within the Conservation Objective for the California Coastal Chinook Salmon 
Abstract:

This action finalizes a new framework to achieve conservation objectives and manage the impacts of ocean salmon fisheries on California Coastal (CC) Chinook salmon which are listed as threatened under the Endangered Species Act (ESA). Much higher than expected catch rates in the California troll fishery and resulting Chinook catch were major factors in exceeding the ESA take limit for CC Chinook in the last several years and NMFS reinitiated consultation to address this. The framework provides for in-season management of California ocean fisheries, consistent with the Pacific Coast Salmon Fisheries Management Plan, in order to keep catch within pre-season projections, and to avoid exceeding the applicable limits for CC Chinook. We are implementing it to set ocean salmon fisheries, beginning in 2024. This action improves the stability of ocean salmon fisheries in the area north of Pigeon Point, California.
