| Title: Pacific Island Fisheries; Annual Catch Limits and Accountability Measures for Commonwealth of the Northern Mariana Islands Bottomfish for Fishing Years 2024–25 | |

Abstract:
This proposed rule would establish annual catch limits (ACLs) and accountability measures (AMs) for bottomfish in the Commonwealth of the Northern Mariana Islands (CNMI). The proposed ACLs and AMs would apply for fishing years 2024 and 2025. Consistent with the process outlined in the Fishery Ecosystem Plan for the Marina Archipelago (FEP) and implementing regulations at 50 CFR 665.4, the Western Pacific Fishery Management Council (Council) recommended an ACL of 82,000 lb and an ACT of 75,000 lb for fishing years 2024 and 2025. The fishing year is January 1 through December 31. The Council also recommended the ACLs, ACTs, and AMs in consideration of the risk of overfishing, past fishery performance, uncertainty of in-season catch estimates, acceptable biological catch recommendations from its Scientific and Statistical Committee, and public input. NMFS would implement this action pursuant to the rulemaking authority under Section 303(a) of the Magnuson-Stevens Fishery Conservation and Management Act and implementing regulations at 50 CFR 600.310(f)(4). In 2021, the Council recommended and NMFS implemented an ACL of 84,000 lb and an ACT of 78,000 lb for CNMI bottomfish for fishing years 2021, 2022 and 2023 based on a 2019 stock assessment with catch projections through 2025. These catch limits and accountability measures ended December 31, 2023. |
