| Title: Northeast Multispecies Recreational Fishing Measures for Fishing Year 2024 | |

Abstract:
Regulations implementing the Northeast Multispecies Fishery Management Plan at 50 CFR 648.89(f)(3) stipulate that the Regional Administrator, after consultation with the New England Fishery Management Council, may adjust recreational measures to ensure the recreational fishery achieves, but does not exceed, any recreational fishery quota in a future fishing year. Preliminary analyses show that changes are necessary to prevent exceeding the recreational cod quota for Gulf of Maine cod in 2024. The Council discussed the issue and recommended revised recreational measures to NMFS in January 2024. The Council recommends increasing the minimum fish size for cod by 1 inch. Because cod are frequently caught by vessels targeting haddock, the Council also recommends revising the regulations for Gulf of Maine haddock for privately-owned recreational vessels by increasing the minimum fish size by 1 inch and increasing the possession limit from 10 fish to 15 fish, to be consistent with the measures in place for for-hire fishing vessels. These changes are estimated to constrain recreational catch of cod and haddock to their respective quotas in 2024. The economic effects are expected to have minimal effects on the for-hire industry (charter fishing boats and head boats) because the open fishing seasons and possession limits remain unchanged and have the greatest effect on their ability to attract customers. |
