Title: ●Fisheries of the Northeastern United States; Atlantic Coastal Fisheries Cooperative Management Act Provisions; American Lobster Fishery; Removal of American Lobster Effort Control Measures 
Abstract:

The Atlantic States Marine Fisheries Commission, the body responsible for the interstate management of the American lobster fishery, recently withdrew Area 2 and 3 ownership caps and Area 3 maximum trap cap reductions from its Interstate Fishery Management Plan for American Lobster.  The Commission is made up of representatives from each of the eastern coastal states, including members of the lobster industry, and voted unanimously in support of the withdrawal of these measures.  The Commission recommended that NOAA Fisheries remove these measures from Federal regulation so that Federal regulations under the Atlantic Coastal Fisheries Cooperative Management Act at 50 CFR 697 continue to complement the Commission’s Plan.  This final rule removes the Area 2 and 3 requirements from Federal regulations and clarify that all other measures included in the October 2, 2023, interim final rule (88 FR 67667, 0648-BF01) remain in effect.
