Abstract:
The National Marine Fisheries Service (NMFS) is developed a temporary rule through interim measures. The temporary rule reduces the total and sector annual catch limits (ACL) for red snapper in the South Atlantic Region. The temporary rule also announces the start days of the commercial and recreational seasons for red snapper. The temporary rule reduces overfishing of the South Atlantic red snapper stock in the 2024 fishing year, consistent with the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act) and its National Standards. NMFS notified the Council on July 23, 2021, that the red snapper stock was undergoing overfishing and overfished. A rebuilding plan is currently in place for red snapper. The Council has failed to take action to end overfishing immediately as required by the Magnuson-Stevens Act. The Council has also failed to develop ACLs for red snapper that do not exceed its SSC’s ABC recommendations. The temporary ACLs in this rule are expected to help minimize future adverse social and economic effects by potentially decreasing further reductions in the allowable harvest levels required to end overfishing of red snapper through future action. |
