| Title: ●Atlantic Highly Migratory Species; Adjustments to the North Atlantic Albacore Tuna, North and South Atlantic Swordfish, and Atlantic Bluefin Tuna Reserve Category Quotas | |

Abstract:
The National Marine Fisheries Service, on behalf of the Secretary of Commerce, is responsible for managing Atlantic highly migratory species pursuant to the Magnuson-Stevens Fishery Conservation and Management Act, 16 U.S.C. 1801 et seq., and consistent with the Atlantic Tunas Convention Act, id. 971et seq. The final rule would increase the U.S. baseline northern albacore quota consistent with Recommendation 23-05 from the International Commission for the Conservation of Atlantic Tunas and the management procedure (MP) approved in Recommendation 21-04. Upon implementation of the MP in a 2022 final rule with accompanying environmental analyses and following public comment, NMFS stated that changes to the U.S. baseline northern albacore quota would be made through final rulemaking if consistent with the MP. The temporary final rule would: (1) adjust the North Atlantic albacore tuna (northern albacore) annual baseline quota for 2024 with available underharvest from the 2023 adjusted U.S. northern albacore quota; (2) adjust the North and South Atlantic swordfish annual baseline quotas for 2024 based on available underharvest from the 2023 adjusted U.S. swordfish quotas; and (3) augment the 2024 Atlantic bluefin tuna Reserve category quota with available underharvest from the 2023 adjusted U.S. bluefin tuna quota. Existing regulations provide for such adjustments annually in order to extend fishing opportunity, and NMFS takes such action each year when complete catch information for the prior year that would allow for the quota recalculations is available. Regulatory changes in this action would affect the northern albacore fishery in the Atlantic Ocean. Temporary quota adjustments in this action would affect the bluefin tuna, northern albacore, and swordfish fisheries for 2024 in the Atlantic Ocean. In 2021, ex-vessel revenues for bluefin tuna, northern albacore, and swordfish totaled approximately $11.8 million, $1.0 million, and $9.5 million respectively. This action is being taken pursuant to the rulemaking authority under section 304(g) of the Magnuson-Stevens Fishery Conservation and Management Act, 16 U.S.C. 1854(c). |
