Abstract:
This proposed rule would implement regulations under the Tuna Conventions Act (TCA), as amended in September, 2024. This proposed rule would implement fishing management measures for tropical tuna (i.e., bigeye tuna ( Thunnus obesus ), yellowfin tuna ( Thunnus albacares ), and skipjack tuna ( Katsuwonus pelamis )) in the eastern Pacific Ocean (EPO). This Resolution continues measures from the 2022-2024 rulemaking including purse seine time and area closures, bigeye tuna catch limits, fish aggregating device measures, retention and longline catch limits for bigeye tuna. The Resolution includes a trigger to re-examine the Resolution measures at the annual IATTC meeting in 2025 if a yellowfin tuna stock assessment is completed and shows that an increase or decrease in closure days is warranted. There is also a trigger if the assessment shows yellowfin is below Fmsy or above SSBmsy to have the Commission potentially reduce measures. The fishing restrictions apply to large purse seine vessels of class sizes 4-6 (carrying capacity of 182 metric tons (mt) or greater) and longline vessels greater than 24 meters (m) in overall length that fish for tropical tuna in the EPO. This action is necessary for the conservation of tropical tuna stocks in the EPO and for the United States to satisfy its obligations as a member of the IATTC. |
