Abstract:
The National Marine Fisheries Service (NMFS) and the Western Pacific Fishery Management Council (Council) manage the bottomfish fishery in American Samoa under the authority of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). NMFS proposes to amend the American Samoa Fishery Ecosystem Plan (FEP) and implementing regulations to revise the list of species under Federal management. The proposed action would refine the list of bottomfish management unit species to better reflect the current state of the fishery, and to ensure that Federal management efforts are applied judiciously and efficiently. The proposed action would reduce the number of species managed under the FEP, and consequently the number of regulations used to manage the fishery. This action follows from Council discussions and deliberations duringat several meetings spanning from 2019 through 2025. in 20232025 . NMFS is proposing this action under the rulemaking authority of the Magnuson-Stevens Act, sections 303(c) and 304(b) - Standard rulemaking/Regulations Deemed Necessary by Council. |
