Title: ●Framework Action under the Fishery Management Plan for the Reef Fish Resources of the Gulf: Modifications to Other Shallow-Water Grouper (SWG) Complex Management Measures 
Abstract:

This framework action would reduce catch limits for the Other SWG complex (scamp, yellowmouth grouper, black grouper, and yellowfin grouper) in the Gulf and establish a fixed closed season for the recreational sector to help constrain harvest to the revised catch limit. The Gulf Council is developing this framework action based on the most recent assessment of scamp and yellowmouth grouper (Southeast Data, Assessment, and Review 68), which indicates that harvest must be reduced. The specification of catch limits and accountability measures is consistent with the authority in section 303(a)(15) of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act; requiring annual catch limits at such a level that overfishing does not occur and measures to ensure accountability). The National Marine Fisheries Service would issue this proposed rule consistent with the authority in Magnuson-Stevens Act section 304(b).
