Abstract:

The South Atlantic Fishery Management Council is preparing amendments to increase fishing opportunities for the rock shrimp fishermen through a document that combines Amendment 11 to the Coral FMP and Amendment 12 to the Shrimp FMP. This deregulatory action would create a Shrimp Fishery Access Area (SFAA) along the eastern boundary of the northern extension of the Oculina Bank Habitat Area of Particular Concern (HAPC) where trawling for rock shrimp is currently prohibited. Within the SFAA, trawling for rock shrimp would be allowed. The purpose of these amendments are to reinstate commercial access to this historically important fishing ground for the rock shrimp fishery while minimizing impacts to deepwater coral. This action is consistent with the authority in section 303(b) of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). The National Marine Fisheries Service is issuing this proposed rule to implement Coral Amendment 11 and Shrimp Amendment 12 pursuant to section 304(b) of the Magnuson-Stevens Act.
