Pursuant to Executive Order 14285 of April 24, 2025, Unleashing America’s Offshore Critical Minerals and Resources, and the Deep Seabed Hard Mineral Resources Act, the Department of Commerce is revising regulations governing the application process for exploration licenses and commercial recovery permits.
