Abstract:
Based on NMFS’ receipt of an application from Washington State Parks & Recreation Commission (State Parks) for incidental take regulations and a Letter of Authorization (LOA) under the Marine Mammal Protection Act, this action proposes regulations to govern the unintentional taking of marine mammals incidental to the marine facilities replacement program at four state parks in north Puget Sound, WA. The proposed regulations will set forth permissible methods of taking by means of effectively minimizing the least practicable adverse impact on the affected species or stocks and their habitats ( i.e., mitigation), as well as requirements for monitoring and reporting of such taking. LOAs issued under the regulations would authorize the incidental take of marine mammals for specified activities over a five-year period. |
