Abstract:
The North Pacific Fishery Management Council (Council) recommended changes to remove all economic data reporting requirements for three catch share programs off Alaska: the BSAI Crab Rationalization Program, the American Fisheries Act pollock fishery, and the BSAI Amendment 80 Program. EDR requirements currently collect fleetwide data on crew, compensation, and other costs. Removing these EDR requirements would result in a reduction of reporting requirements (burden hours, burden cost) and cost recovery fees for industry participants in these catch share programs. NMFS collects varying levels of economic data in the diverse fisheries around the country based on the individualized needs of the various fishery management programs. NMFS does not currently collect universal economic data for all of its catch share programs. In this case, the Council has recommended that this data is no longer necessary to manage these programs. This proposed action would be implemented through amendments to the Fishery Management Plan (FMP) for the Bering Sea/Aleutians Islands King and Tanner Crabs and the FMP for Groundfish of the Bering Sea and Aleutian Islands Management Area and changes to Federal regulations to remove all EDR requirements. NMFS would take the recommendations under advisement to implement changes under Section 304(a) (FMPs) and 304(b)(1)(A) (regulations) of the Magnuson-Stevens Fishery Conservation and Management Act. |
