Title: Issuance of Electronic Documents and Related Recordkeeping Requirements 
Abstract: This rule makes changes to the Export Administration Regulations necessary to eliminate most paper versions of the documents that the Bureau of Industry and Security (BIS) sends to members of the public via its Simplified Network Application Processing Redesign System (SNAP-R). The documents affected are licenses, notices that applications are being rejected, notices that applications are being returned without action, responses to classification requests, responses to License Exception AGR notifications, and responses to encryption review requests. BIS would, in most instances, issue paper documents only in situations in which it authorized that the application, notice or request be submitted to it on paper. The rule also explicitly sets forth the meaning of the term "original" with respect to the record keeping requirements that pertain to documents issued electronically by BIS.
