Title: Revisions to Methods of Service and Certain Deadlines in Administrative Enforcement Proceedings 
Abstract: This rule makes certain changes to the procedures for administrative enforcement proceedings. This rule would replace the registered mail, return receipt service of process provision in administrative enforcement proceedings with a provision allowing service by any means that obtains written confirmation of receipt; remove Saturdays, Sundays and holidays from the calculation when the specified time for filing or service of papers is ten days or less; require that discovery requests be served at least 30 days prior to the scheduled hearing date (compared to the current 20 days); extend from 12 to 15 days the time for parties to submit responses to the administrative law judge's recommended decision in enforcement cases; require that BIS seek renewal of a temporary denial order 30 days (instead of the current 20 days) prior to its scheduled expiration; and require that parties opposed to renewal of a temporary denial file a written submission with the Assistant Secretary for Export Enforcement a minimum of 10 days before the expiration date of the order rather than the current seven days.
