Title: Addition of Non-Material Changes That May be Made to Export Licenses; and Addition of Non-Material Changes Requiring Prior BIS Notification and Approval 
Abstract:

The Bureau of Industry and Security (BIS) is proposing to amend the Export Administration Regulations (EAR) by revising the section of the EAR that specifies what changes may be made to BIS export and reexport licenses. This rule proposes to expand the scope of non-material changes, and add a new sub-set of changes that may be made to an export or reexport license, provided BIS approves the change in writing.
