Title: ●Export Control Modernization: Strategic Trade Authorization License Exception 
Abstract: This rule would implement the initial stage of the Administration's new licensing policies for dual-use items. The new policies are part of the Administration's larger export control reform effort. The rule would implement the new licensing policies by creating a new license exception that would allow certain dual-use items to be exported and reexported with conditions to specific countries without a license that would otherwise be required. The conditions would likely include end-use restrictions, reexport limitations, requirements for assurances by the consignee or end-user, reporting requirements that distinguish between end-users and distributors, and recordkeeping requirements. The conditional license-free treatment of items to specific countries where there are lower risks of diversion to end-uses and end-users of concern to the United States is part of the larger Administration effort to focus export control resources at levels commensurate with the risk imposed by the transaction.
