Title: ●Export Control Modernization Initiative: Clarifying the Meaning of the Term "Specially Designed" by Adopting a Single Definition for the Entire CCL 
Abstract: This rule amends the Export Administration Regulations (EAR) to clarify the meaning of the term "specially designed" as used on the Commerce Control List (CCL). This action is being taken as part of the implementation of the export control modernization announced by President Obama on August 13, 2009. Clarifying the meaning of the term "specially designed" has been noted by the public and BIS's Technical Advisory Committees (TACs) as one of the most important improvements that could be made to the CCL, so BIS decided to place a priority on clarifying the meaning of this term on the CCL as part of export control modernization. In addition to proposing to clarify the meaning of the term "specially designed" in this rule, BIS is consulting with the U.S. Departments of Defense and State and its Technical Advisory Committees (TACs) to evaluate a number of other EAR defined terms to identify additional revisions that could be made to improve the clarity of these other definitions, create greater harmonization for how these other terms are used on the CCL and on the United States Munitions List (USML) and lay the groundwork for moving toward a single control list. BIS will likely publish additional rules in 2011 to implement some of these additional changes.
