Title: License Exception AVS and Shipments to International Waters
Abstract: The Bureau of Industry and Security (BIS) is publishing this rule to amend the Export Administration Regulations (EAR) by updating and clarifying certain License Exception AVS provisions. This rule also amends the EAR by clarifying the requirements that apply to shipments to international waters.
