This rule would apply agreement reporting requirements for agreements related to items described on the Commerce Control List in "600 series" ECCNs. The 600 series ECCNs cover military items that are on the CCL. Most of the items in 600 series ECCNs have been added to the Commerce Control List and removed from the United States Munitions List (USML), which is part of the International Traffic in Arms Regulations administered by the Department of State, since October 15, 2013. However, a few of those items were, prior to being added to the 600 series, controlled under the Export Administration Regulations. Currently, offset agreements relate to items on the USML. Adding 600 series items to the reporting requirements will enable the Bureau of Industry and Security to obtain the data to submit a report to Congress of offsets required in connection with sales of weapon system[s] or defense-related item[s] pursuant to 50 U.S.C. app. 2172.
