Title: ●Implementation of EAR Export Controls on Silencers, Mufflers, and Sound Suppressors; and Other Firearms Related Changes 
Abstract:

In this interim final rule, the Bureau of Industry and Security (BIS) revises the Export Administration Regulations (EAR) by implementing new controls on certain silencers, mufflers, and sound suppressors that no longer warrant control on the U.S. Munitions List (USML). BIS also revises the EAR by adding flash suppressors, previously removed from the USML, to the Commerce Control List; allowing firearms and related items to be temporarily exported and reexported under a license exception as tools of trade; and clarifying which items fall within the scope of the entry clearance requirements for a temporary import.
