DoD issued a final rule to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to establish that contractual instruments posted to the Electronic Document Access (EDA) system are those contained in official contract files, and to identify responsibilities for exercising due care when posting to the EDA system. This rule allowed for files stored in EDA to be relied upon for the purpose of an audit. DoD does not expect this rule to have a significant economic impact on small entities because it only applies to internal Government procedures and contract file maintenance.
