DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement section 816 of the National Defense Authorization Act for fiscal year 2015 (Pub. L. 113-291) and section 8010 of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235). Section 816 amends subsection (i) of 10 U.S.C. 2306(b) to require certification by the Secretary of Defense not later than 30 days prior to award of a multiyear contract for a defense acquisition program specifically authorized by law to be carried out using multiyear contract authority. Section 8010 requires notification of the congressional defense committees 30 days prior to termination of a multiyear contract. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities. This RIN is a duplicate of RIN 0750-AI80, and it is withdrawn.
