Title: ●Matters Relating to Reverse Auctions (DFARS Case 2015-D010) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement section 824 of the National Defense Authorization Act for Fiscal Year 2015, and to address other matters relating to reverse auctions.  Section 824 requires clarification on reverse auctions relating to:  (1) Single bid offers; (2) the submission of revised bids; (3) reverse auctions conducted by third parties; and (4) design-build military construction contracts.  The rule also addresses concerns raised in a December 2013 Government Accountability Office report entitled ""Reverse Auctions:  Guidance is Needed to Maximize Competition and Achieve Cost Savings."
