DoD issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to increase the threshold for duty-free entry on foreign supplies that are not from the qualifying countries. The prior threshold of $200 for duty-free entry on non-qualifying country supplies and ineligible foreign supplies was established in April 2003, based on the estimated cost to process a duty-free entry certificate at the time. This rule made an upward adjustment of the threshold, from $200 to $300, based on the consumer price index (CPI). DoD does not expect this rule to have a significant economic impact on a substantial number of small entities. This rule will be included in future status updates as part of DoD's retrospective plan under Executive Order 13563, completed in August  2011.  DoD's full plan can be accessed at:  http://www.regulations.gov/#!docketDetail:D=DOD-2011-OS-0036.
