Title: Prohibition on Requiring the Use of Fire-Resistant Rayon Fiber (DFARS Case 2016-D012)
Abstract:

DoD issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to delete obsolete text requiring the use of fire-resistant rayon fiber.  DFARS 225.7016 prohibits requiring the use of fire-resistant rayon fiber in any solicitation issued before January 1, 2015. This prohibition was implemented in accordance with section 821 of the National Defense Authorization Act for Fiscal Year 2011 (Pub. L. 111-383). Since the effective period of the prohibition imposed by the statute has passed, this rule removed the obsolete text from DFARS. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities. This rule will be included in future status updates as part of DoD's retrospective plan under Executive Order 13563, completed in August  2011.  DoD's full plan can be accessed at:  http://www.regulations.gov/#!docketDetail:D=DOD-2011-OS-0036.
