Title: Rights in Technical Data (DFARS Case 2016-D008) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement section 813(a) of the National Defense Authorization Act for Fiscal Year 2016 (Pub. L. 114-92). Section 813 amends paragraph (2) of 10 U.S.C. 2321(f) to address challenges to a use or release restriction that is asserted with respect to technical data of a contractor or subcontractor for a major system or a subsystem or component thereof. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities.
