DoD is withdrawing this rule, because implementation is no longer necessary in the Defense Federal Acquisition Regulation Supplement (DFARS) due to Executive Order (E.O.) 14275, Restoring Common Sense to Federal Procurement, and E.O. 14265, Modernizing Defense Acquisitions and Spurring Innovation in the Defense Industrial Base, which require reviewing and streamlining the FAR and DFARS, respectively.  Taken together, these efforts will streamline business practices, enabling DoD to deliver timely capabilities and lethality for our nation’s warfighters. This rule would have reflected policy requirements based on DoD recommendations 1 and 2 in Government Accountability Office report GAO-20-81, Additional Actions Needed to Improve Public Access to Research Results, dated November 2019, which addressed access to scientific articles or papers published in scientific journals and submission of a data management plan for research and development contracts.
