Title: Prohibition on Contracting With Certain Entities That Contract With Lobbyists for Chinese Military Companies (DFARS Case 2025-D007) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement to implement section 851 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2025 (Pub. L. 118-159). Section 851 adds 10 U.S.C. 4663, which prohibits contracting with entities that are a party to a contract with a covered lobbyist. A "covered lobbyist" is an entity that engages in lobbying activities for an entity determined to be a Chinese military company listed in accordance with section 1260H of the NDAA for FY 2021 (10 U.S.C. 113 note).
