Title: Commissary Credit and Debit Card User Fee 
Abstract:

This rule finalizes the interim final rule published on December 30, 2019 (84 FR 71819-71822), which implemented section 621 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 to expand commissary access and authorize the collection of user fees by new patronage groups. New patronage groups include caregivers for veterans as well as veterans who: were awarded purple heart; awarded medal of honor; are former prisoners of war; or have service-connected disabilities. The Department is required to collect a user fee when these new populations utilize a credit or debit card that creates a cost to the Department of the Treasury for processing these transactions.  Such costs are only generated by credit or debit card transactions at Defense Commissary Agency facilities.
