| Title: Compliance Alternatives for Provision of Uncompensated Services | |
| Abstract: The rules apply to facilities obligated under the Hospital Survey and Construction Act, commonly known as the Hill-Burton Act. The rules will revise a compliance alternative that provides more flexible compliance standards for facilities that principally serve nonpaying patient populations by reducing the amount of time needed to qualify for certification under the alternative and by providing for provisional certification, where a facility is unable to qualify for full certification. The rules will also provide a compliance alternative for facilities with histories of uncompensated services deficits, to enable them to make up the deficits on a timely basis. These revisions will have the effect of making it easier for facilities with an uncompensated services obligation to meet that obligation, while still ensuring the availability of uncompensated services to persons unable to pay. | |
