Abstract:

The rule would revoke standards of identity for certain bakery products and cereal flours. These standards address composition characteristics and/or performance characteristics that consumers can assess for themselves, which we tentatively conclude makes them no longer necessary to promote honesty and fair dealing in the interest of consumers.
