Title: Standards for Demonstrating Access to Covered Medicaid Services (CMS-2328-P) 
Abstract: Section 1902(a)(30)(A) of the Social Security Act requires that state Medicaid plans provide procedures and methods to ensure that payment rates for Medicaid services are sufficient to enlist enough qualified providers so that care and services are available to Medicaid beneficiaries at least to the extent that care and services are available to the general public in the same geographic area. This regulation would provide standards for CMS to apply in reviewing State plan amendments (and ongoing State program operation) for compliance with this beneficiary access requirement.
