Title: ●Establishment of the Consumer Operated and Oriented Plan Program (CMS-9983-P) 
Abstract: Under section 1322 of the Affordable Care Act, a Consumer Operated and Oriented Plan program (CO-OP program) must be established to foster the creation of "qualified nonprofit health insurance issuers" that will offer qualified health plans in the individual and small group markets. Such qualified nonprofit issuers must operate with a strong consumer focus and use any profits to lower premiums, improve benefits, or improve the quality of health care delivered to plan members.
